Bloodline Limit/Kekkei Genkai: Playing on emotions through a bell.
How it works: The bell captures them in a subtle Genjutsu. Because of how Genjutsus work, they affect the brain. Most of the feelings we have are regulated by a certain part of the brain, this Unique Genjutsu can allow you to play on how they feel through using the bell.

Bio: At a very young age, Raika showed incredible talent for the Art of Genjutsu. As soon as his father could he enrolled him into the Hidden Cloud Academy. In his class he showed very little attention. Often sleeping in class, being late for class and skipping out with friends.

Some time after he turned 11 his mom and dad died on a mission together defending the Hidden Cloud. After that he suffered a great deal and at the young age of 11 began to drink. 7 years has passed since his mother and father died. He still shows incredible talent. When he's sober and not drunk.

He is often passed out in the streets of the Hidden Cloud village. People often think he is a joke for a jounin, But once they see his skills they often retract their statements. Nobody knows when, or how he did it. But he managed to discover his Kekkei Genkai. The ability to play on emotions with a bell. He often carried large amounts of them. At least 10 that are muffled in his pouch.

He carries a large pouch full of Senbon as well. He uses them to regulate feelings of his opponents with Water clones or earth clones. He is revered as a genjutsu user in the Lightning Country and well respected...As an alcoholic. He is very upbeat but withdrawn about his own life. So very few people know anything of him or why he is the way he is.

Special Jutsus:

Mizu Shougeki (Water Shock) - Ruugo sprays water over his enemy from his mouth , drenching them. He then builds up his Lightning Chakra and shoots it from his fingertips at his enemy , With the water making the Lightning even stronger.

Raikou Sakurifaisu (Lightning Sacrifice) - Ruugo makes a shadow clone , and fills it up with lightning chakra. The clone then charges at the enemy and when the enemy hits it , Ruugo makes the clone implode , hitting the enemy with lightning.

Lightning Release (Electric Explosion Technique) - This technique shoots a small ball of compressed electrical energy that explodes upon contact with another object. The explosion is relatively small, but can still take out multiple people.

Bio: Ruugo's mother died when he was just a few months old. From a young age his father trained him to be a great Ninja. He is always testing him. He progressed through the Academy fast and became a Jounin with ease. He has a large amount of Chakra and he mainly uses Lightning Ninjutsu. (Will Edit Soon)

Looks: Shoulder-Length Blond hair with blue eyes. About 6'0 and Slim , muscular build. Wears a long , black overcoat with the basic Jounin vest and a pouch with his Ninja tools.

Personality: Laid-Back personality. Friendly but has a short temper.
